Integrated Energy and Climate Protection Strategies

Reducing the energy turnaround to green electricity and the Renewable Energy Act (EEG) is too short-sighted. Equally pressing issues are the energy efficiency and low-carbon supply with electricity and heating in existing buildings since 37 per cent of the carbon emission stem from buildings. Accordingly, the federal government's energy concept aims to achieve a climate neutral building stock in 2050.

However, the classic energetic restoration reached its limits. Especially high-efficient comprehensive refurbishment are hardly practicable economically and socially. In general, the economic efficiency of energetic measures is a controversial discussion: How can the enhancing of the dwelling value offset up conservation? Calculate with requirements or with actual consumption levels? How to deal with overestimating the potentials of energy saving? How to promote positive but nonmonetary effects?

Due to social and economic difficulties of building renovation, more emphasis is put on the modernization and adaption of the energy supply. With the use of renewable energy or cogeneration as much energy can be saved as with comprehensive refurbishment, but with lower costs and less impacts on the cityscape. The focal question is how to combine distributed and individual solutions in an efficient and economic feasible way.
