Dialogue for the Advancement of the Leipzig Charter

Chances and Strategies of the German EU Council Presidency 2020

The Leipzig Charter which was adopted in 2007 under the German EU Council Presidency had a strong impact on the European understanding of integrated urban development. The prinicples of the Charter are as relevant today as they were then. However, conditions have changed: The European Union and its member states are faced with significant sociopolitical challenges. At the same time, new political frameworks as the Urban Agenda for the EU have been put in place and it is necessary to take advantage of these opportunities. 

Thus, it is about time to further develop the Leipzig  Charter with respect to the German EU Council Presidency in 2020. To do so, the project "Chances and Strategies of the German EU Council Presidency 2020" has been launched by the Federal Ministry of the Interior, Building and Community (BMI) and the Federal Institute for for Research on Building, Urban Affairs and Spatial Development (BBSR). It is financed by the research programme "Experimental Housing and Urban Developement" (ExWoSt). Topics, principles and trends of integrated urban development in Europe shall be mapped out and checked for the relevance they may have for a follow-up document.The national kick-off-meeting of the dialogue process was at 28th June 2018 in Berlin, the international one at 1st October 2018 in Brussels. The project runs until the second half of the year 2020.

DV works on the ExWoSt-project together with the European Urban Knowledge Network EUKN, located in The Hague and with the Brandenburg University of Technology Cottbus-Senftenberg (field of work: urban management). DV and EUKN are responsible for the dialogue process: DV coordinates the six national sessions, EUKN the six international sessions. The Brandenburg University of Technology conducts the baseline study.
