INCORD – Integrated Concepts for Regional Development

Projektbeschreibung

Das Projekt INCORD verfolgt das Ziel, eine intensive Zusammenarbeit zwischen deutschen und osteuropäischen Grenzregionen im Bereich der integrierten Regionalentwicklung aufzubauen. Im Mittelpunkt steht ein gegenseitiger Lernprozess hinsichtlich institutioneller Strukturen und Instrumente der Regionalentwicklung sowie der Aufstellung und Umsetzung von Entwicklungskonzeptionen.

Regionale Entwicklungskonzepte (REK) gewinnen im europäischen Raum und auch in den 10 mittel- und osteuropäischen Staaten zunehmend an Bedeutung. Nicht zuletzt da die Anwendung dieses Instruments, das u.a. das Identifizieren von Stärken und Schwächen einer Region und dadurch die Ableitung konkreter Aktivitäten ermöglicht, oftmals die Voraussetzung für die Beantragung von EU-Fördermitteln ist. Außerdem ist es ein Instrument, das mit der hohen Komplexität regionaler Probleme umgehen und Nachhaltigkeitsaspekte integrieren kann.
Das INCORD-Projekt besteht aus vier thematischen Bausteinen:

1. Effiziente institutionelle Strukturen der Regionalentwicklung
   Als Basis für künftige Kooperationsprojekte sollen die Kenntnisse und das Verständnis der bestehenden institutionellen Strukturen verbessert werden.
2. Erfahrungsaustausch im Bereich der REK
   Der Entwicklungsprozess dieser Konzepte soll verbessert und die Qualifikation der Partner und das Bewusstsein für die Bedeutung von REK erhöht werden. Auf diese Weise unterstützt INCORD einerseits die Beitrittstaaten bei der Anwendung innovativer regionaler Entwicklungsansätze und dient andererseits den EU-Staaten zur Überprüfung und Verbesserung ihrer Instrumente und Strategien.
3. Rahmenbedingungen der EU-Förderung
   Da REK die Basis für weitere Entwicklungsprojekte darstellen, die unter anderem auch von den EU-Strukturfonds finanziert werden, werden das System und die praktische Anwendung der EU-Förderung thematisiert.
4. Fünf Pilot-REK
   Da REK ein relativ neues Instrument der Regionalentwicklung darstellen sollen fünf Pilot-REK in staatenübergreifender Zusammenarbeit als Experimentierfelder zum Entwickeln von allgemeinen Richtlinien durchgeführt werden. Thematisch behandeln die Pilotprojekte die Konversion brachliegender Militärflächen, die Wiedernutzung alter Industrieflächen sowie die integrierte Tourismusentwicklung.

Die Ergebnisse des Projekts werden dauerhafte Effekte haben, da sie in die zukünftige regionale Entwicklungsstrategie der Partner einfließen. Außerdem tragen das erlangte Wissen und die Qualifikation der Partner dazu bei, regionale Entwicklungseinrichtungen, Instrumente, Prozesse und Strategien effizienter und nachhaltiger zu gestaltet. Generelle Leitlinien und Empfehlungen zur Erstellung und zum Einsatz von REK werden zudem übertragbare Ergebnisse für andere Regionen erbringen.

INTERREG III C

Das INTERREG III C Programm bildet eine von drei Ausrichtungen der EU Gemeinschaftsinitiative INTERREG III. Das Programm wird im Zeitraum 2002-2006 aus dem Europäischen Fonds für Regionalentwicklung (EFRE) kofinanziert. INTERREG III C fördert die interregionale Zusammenarbeit zwischen verschiedenen, nicht benachbarten Regionen über ganz Europa hinweg. Zentrales Ziel von INTERREG III C ist die Verbesserung der politischen Instrumente der europäischen Regional- und Strukturförderung.

Contents of the Project

The aim of the project is to establish an intensive cooperation between German and Eastern European border regions in the field of integrated regional development. The project focuses on a mutual learning process on institutional structures and instruments of regional development and the application and implementation of development concepts.

Regional Development Concepts (RDC) are of increasing importance in the European area and also in the 10 central and eastern European Countries (CEEC). One reason is that the application of an RDC, which includes the identification of regional strengths and weaknesses and the deduction of adequate actions and measures, is often a prerequisite for applying EU-funding. Additionally it is an instrument which can handle and integrate the increasing complexity of regional problems and the concern for a sustainable development.

The project consists of four thematic components:
 

1. Efficient institutional structures for regional development
   As a basis for further cooperation projects the mutual knowledge and comprehension of institutional structures should be enhanced.
2. Exchange of experiences in the field of RDCs.
   The development process of RDCs should be improved; the partners’ capacity for applying RDCs and the awareness for the importance of RDCs should be raised. Thus INCORD supports both the CEEC in applying innovative regional development approaches and the EU-states in reconsidering and improving their instruments and strategies.
3. General conditions of EU-funding.
   As RDCs are a strategic basis for further development projects that are inter alia financed by EU-Structural Funds, the general EU-funding system and its specific implementation mode are addressed.
4. Five pilot RDCs
   As integrated development concepts represent a relatively new regional development instrument five pilot projects will be carried out in transnational partnerships as experimental grounds for developing common guidelines. The pilot projects will handle the issues of conversion of military areas, redevelopment of old industrial areas and integrated tourism development.

The achievements of the project will have a lasting effect because they will be incorporated in the future regional development policy of the partners. The gained expertise and qualification of all partners will achieve more efficient and sustainable regional development institutions, instruments, processes and strategies. Moreover general guidelines and recommendations for the preparation and implementation of RDC will result in transferable outcomes for other regions.

INTERREG III C

The INTERREG III C programme is one of the three strands of the EU Community Initiative INTERREG III. During the period from 2002 to 2006 the programme is part-financed by the European Regional Development Fund (ERDF). Strand C supports interregional co-operation between different non-neighbouring regions throughout Europe. Central objective of INTERREG III C is the improvement of the political instruments of the European regional and structural funding.
