ELBE – LABE - Hochwassermanagement durch transnationale Raumplanung

Projektbeschreibung

Vorbeugender Hochwasserschutz ist eine europäische Herausforderung und trägt zur nachhaltigen Entwicklung, intelligentem Management und Schutz von Natur und Kulturerbe bei. Die grenzüberschreitende Kooperation fast aller regionaler Raumplanungsinstitutionen des Elbebeckens soll innerhalb des INTERREG III B Projekts ELLA diese Herausforderung meistern und eine gemeinsame Planungsgrundlage schaffen. Dieses Netzwerk ermöglicht eine fast vollständige räumliche Einbeziehung des Einzugsgebietes der Elbe und benachbarter Regionen. Die Ziele der europäischen Raumordnung (EUREK) und der EU Wasserpolitik werden mit diesem Projekt unterstützt. Die nationalen und regionalen Partner der Raumplanung, des Wassermanagements und der Landwirtschaft versichern, dass der weit reichende transnationale Ansatz in vielen verschiedenen Regionen zeitgleich umgesetzt werden kann. In diesem regional umfassenden Ansatz liegt der herausragende Wert dieses Projekts.

Mit ELLA wird ein wichtiger Schritt zur Anpassung der Planungsstrategien und Politiken der Tschechischen Republik, Deutschlands, Polens, Ungarns und Österreichs im Bereich der Risikovorbeugung getan. Für eine positive Entwicklung der wirtschaftlich benachteiligten Risikoregionen wird die Gefahreninformation, die Verbesserung der Sicherheitsstandards und eine angepasste Landnutzungsplanung durchgesetzt werden.

Die Flutkatastrophen des Jahres 2002 zeigten auf dramatische Weise, dass Flutvorbeugung und gemeinsame Managementansätze verbessert werden müssen, insbesondere in Bezug auf eine langfristige Raumplanung. Diese transnationale Zusammenarbeit der Raum- und Regionalplanung, des Wassermanagements, der Landwirtschaft und des Forstwesens ist für ein erfolgreiches Risikomanagement notwendig. Dazu gehört auch die Zusammenfassung aller bestehenden Handlungsleitfäden, Flutaktionspläne etc.

Die Hauptziele des Projekts ELLA sind die Förderung eines integrierten Wassermanagements und die Umsetzung desselben in der Raum- und Regionalplanung.

Die nationale Kofinanzierung wird durch das Bundesministerium für Verkehr, Bau- und Wohnungswesen unterstützt.

ELBE – LABE - Flood management measures by transnational spatial planning

Contents of the Project

Flood prevention is an extraordinary challenge with European dimension. The transnational co-operation of nearly all regional spatial planning authorities of the Elbe basin shall help master this challenge within the INTERREG III B project ELLA: This unique comprehensive network realises almost full spatial coverage of the catchment area of the Elbe and even neighbouring regions. By this the aims of EU water policies and the EU spatial planning perspective can be obtained under this INTERREG III B project. National and regional partners that are responsible for spatial planning, water management and agriculture assure that the far reaching integrated transnational approach will be implemented in many different regions at the same time.

The added value of the INTERREG project ELLA is that none of the regions would be able to achieve as extensive improvements in risk prevention as they do in the common INTERREG approach. Isolated solutions of upstream and downstream regions do not lead to sufficient preventive measures. With ELLA, especially regarding the extension of the EU in 2004, an important step will be taken for adjusting the planning strategies and policies in the field of risk prevention in the Czech Republic, Germany, Poland, Hungary and Austria. For a positive development of economically disadvantaged risk areas information on risk, improvements of safety standards and adapted land use planning will be achieved.

The flood disasters of the year 2002 dramatically showed that flood prevention and common management approaches have to be improved, particularly regarding long term spatial planning. Above all this transnational co-operation of spatial and sector planning, water management, agriculture and forestry is necessary. All existing guidelines, flood action plans and others must be integrated in one approach.

The main tasks of the ELLA project are the promotion of integrated water management and its implementation in spatial and regional planning.

The project is being substantially supported through a co-financing by the Federal Ministry of Transport, Building and Housing.
