Breitbandtechnologien und ihre Dienste als Instrument regionaler Entwicklung

Projektidee

Gerade ländliche Räume sind auf eine nachhaltige Wirtschaftsentwicklung angewiesen. Fehlende technische Infrastrukturen und damit eine ungenügende Anbindung an moderne Kommunikationsstrukturen in ländlichen Gebieten wirken investitionshemmend und stehen damit einer ausgewogenen ökonomischen Entwicklung entgegen. Die Grundidee des Baltic Rural Broadband Projekts ist daher die Förderung von Breitbandzugängen im ländlichen Raum als Teil lokaler und regionaler Infrastrukturen.
Kernpunkt des Projektes ist die Schaffung eines stabilen Netzwerkes mit IT-Bezug, das den Informations- und Erfahrungsaustausch auf transnationaler Ebene ermöglicht und fördert. Ziel ist es, zu den identifizierten Problemen gemeinsam technische Lösungen und Konzeptionen zu erarbeiten, in verschiedenen Pilotprojekten zu testen und die Ergebnisse zu verbreiten.

Angestrebte Ergebnisse: Kernaufgabe des Projekts ist die Förderung kostengünstiger Alternativtechniken für die Internetanbindung, die auf dezentraler Ebene anwendbar sind. Dadurch werden Impulse für die wirtschaftliche Entwicklung ländlicher Regionen erzeugt und Multiplikatoreffekte gefördert.

Das Projekt soll ein Forum für ländliche Gegenden im Ostseeraum bieten, das Möglichkeiten zur Investition in Breitbandinfrastruktur aufzeigt. In den teilnehmenden Projektregionen werden in Fallstudien und Pilotprojekten auf lokaler und regionaler Ebene Breitbandstrategien, Betriebsmodelle, Businesspläne und Investitionsplanungen erarbeitet und modellhaft umgesetzt. Zusätzlich wird die Implementierung neuer Web-basierter Dienste wie E-Government, E-Learning und E-Health in einem transnationalen kooperativen Prozess begleitet und dokumentiert.

Projektstruktur

Das Baltic Rural Broadband Projekt ist in fünf konkrete Arbeitspakete unterteilt:
AP 1 Strategien, Planungen, Studien: Analyse der Breitbandsituation verschiedener Regionen, Erarbeitung von Strategien, Prozessplanung, Beteiligung lokaler Interessengruppen, Einbeziehung von PPP-Modellen weiterer Regionen
AP 2 Technische Lösungen: Testinstallationen und pilothafte Umsetzung lokaler Netzwerke, Verifizierung technischer Lösungen (z. B. WLAN), Investmentkonzepte
AP 3 Anwendungen und Dienste: Gemeinschaftsarbeiten an Pilotaktivitäten von Web-Diensten und Applikationen (E-Learning-Module), Konzept zur Förderung von Unternehmensgründungen, Bürgerinformationssystem, Application Sharing
AP 4 e-community: Schaffung von Internetzugängen für benachteiligte Gruppen, Entwicklung von Kompetenzen im Bereich der Breitbandtechnologien
AP 5 Promotion: Baltic Rural Broadband Forum, Förderungs- und Verbreitungsaktivitäten, Workshops und Konferenzen

Projektlaufzeit: 01.06.2005–31.12.2007

Das Baltic Sea Region INTERREG III B Programm wird aus dem Europäischen Fonds für Regionalentwicklung (EFRE) gefördert. INTERREG III B unterstützt die transnationale Zusammenarbeit zur Verbesserung einer ausgeglichenen und nachhaltigen Entwicklung Europas. Die Entwicklung und Erstellung dieses Flyers wurde durch das Bundesministerium für Verkehr, Bau- und Wohnungswesen finanziell unterstützt.

Broadband Technologies and its Services as Instruments for Regional Development

The project idea

Especially rural areas depend on a sustainable economic development. Missing technological infrastructure and the lack of access to modern communication systems and structures have retarding effects on investments and interfere with a balanced economic development. The basic idea of the Baltic Rural Broadband project is to promote broadband accesses in rural areas as part of local and regional infrastructures. The crucial point of the project is to establish a stable IT related network to facilitate and to promote the exchange of information and knowledge on transnational levels. To overcome the identified problems, it is the aim to develop jointly technical solutions and concepts, to test them in different pilot projects, and to spread the results.

Planned results: The crucial task of the project is to promote cost-efficient alternative technologies for internet access which are applicable on decentralized levels. Impulses for the economic development of rural regions are being created and disseminator effects are being promoted. The project shall serve as a forum for rural areas in the Baltic sea region to point out the opportunities for investments in broadband infrastructure.In the participating project regions broadband strategies, operating models, business plans and investment plans are compiled and exemplarily implemented in case studies and pilot projects on local and regional levels. Additionally the implementation of web-based services as E-Government, E-Learning and E-Health is accompanied and documented in a transnational process.

Project structure

The Baltic Rural Broadband project is divided into five work packages:
WP 1 Strategies, Plannings and Studies: Analysis of the situation of broadband in different regions, development of strategies, process planning, involvement of local stakeholders, inclusion of PPP-models of other regions
WP 2 Technical Solutions: Testing installations and pilot realisation of local networks,verification of technical solutions (e.g. WLAN), concepts for investments.
WP 3 Applications and Services: Joint works on pilot activities of web services and applications (E-Learning modules), concept for promoting the launch of companies, information system for citizens, Application Sharing
WP 4 e-community: Creation of internet access points for unprivileged groups, development of competencies in the broadband technology area
WP 5 Promotion: Baltic Rural Broadband Forum, promoting and spreading activities, workshops and conferences
